Project Description:
Please note that the work proposed is identical to the work proposed and conducted last year (Application #148567). In 2017, the NPC determined the project proposal was exempt from screening by the NIRB because it does not change the general scope of the original project activities, and the exceptions noted in Section 12.4.3 (a) and (b) of the Nunavut Agreement do not apply. The original 2016 application (Application #148230) was referred to NIRB and NRI and subsequently approved by both. We are repeating the dive surveys in the same locations, using the same techniques and equipment used in 2016 and 2017. The NIRB screening report and NRI license from 2016, and the 2017 conformity determination have been uploaded to this application for reference. Divers will be recording (video and stills) of bottom-associated marine life in several locations around Cambridge Bay in late July 2018. These dives will be non-destructive. Some marine benthic invertebrates (anemones, sea stars, urchins, etc.) and fish will be collected for use by the Vancouver Aquarium in displays and exhibits, for DNA barcoding, and for photographing and identification. The purpose is to document areas representative of different benthic (bottom-associated) ecosystems, habitats and marine life. Local Cambridge Bay community members will be hired as boat operators/guides and we will seek local knowledge of marine habitats in the area as part of our dive location planning process. We will also collect some marine invertebrates and possibly some fish which will be used to present local marine life to the Cambridge Bay schools and others in the community. We anticipate meeting with community members to gather information about known marine benthic habitats in the area in order to help inform the selection of our dive locations. We will conduct a meeting to provide community members with information about the research and for them to ask questions. We also hope to receive feedback from the community regarding the work and how it can be made most relevant to the community. Diving will be conducted in late July, 2018.
Summary of Modifications:
There are two primary modifications that we would like to make. First, we would like to add two collaborating institutions: University of Guelph and the Smithsonian Institution. The Smithsonian would like to have 2 divers accompany the Ocean Wise divers and the University of Guelph would like one person to accompany our divers on the boat but not dive. The primary change will be the number of people diving and on the boat, from 4 to 7 (Four Ocean Wise Divers, two Smithsonian divers and one person from Guelph on the boat.). The second modification involves our research and collection methods. As part of the collaboration with the Smithsonian Institution, we would like to put 9 sets of plastic plates on the bottom where we are conducting our dive transects. The purpose is to see what kinds of animals settle onto the plates and grow. The plates will be collected in 1 to 5 years. They will be anchored in the sediment on the seafloor and will not emit any sounds or move at all. These units are made of PVC plastic. Each unit consists of a base plate that is 35cm by 45cm and 9 23cm by 23cm plates stacked on top.

Environmental Impacts
There are no significant anticipated environmental impacts of this scuba diving project. Approximately 20 individual marine invertebrates or fish per species will be collected. No mammals or birds will be collected. Portable/removable boat fuel tanks will be refueled a minimum of thirty-one (31) meters away from the high water mark of the shoreline. We will also have spill kits on hand.
