Project Description:
The Lupin Mine is located approximately 285 kilometres (km) southeast of Kugluktuk, in the Kitikmeot Region of Nunavut and is owned by Lupin Mines Incorporate (LMI), a wholly owned, indirect subsidiary of Mandalay Resources Corporation. It is an underground gold mine that was in operation from 1982 to 2005 with temporary suspensions of activities between January 1998 and April 2000, and again between August 2003 and March 2004. The mine resumed production in March 2004 until February 2005. In 2005, the Site was placed into Care and Maintenance and no active mining has taken place since. The Lupin Mine is currently licensed under NWB Water Licence No. 2AM-LUP1520, which was issued on August 19, 2015 and expires on August 18, 2020. Two amendments with respect to the required security to be held under the Licence were issued and approved since 2015. A decision has been made by Mandalay Resources Corporation, to permanently close the Lupin Mine and proceed with final closure and reclamation activities. LMI has prepared a Final Closure and Reclamation Plan (FCRP) for the Lupin Mine which provides the concepts and activities, the steps to be taken, and the final objectives of the closure. The FCRP has been submitted as a component of an Amendment Application (No.3) to the NWB. Due to the size of the document, Executive summaries and general project information will be included with this submission. The Amendment No.3 application, in addition to the phase change of the project, is seeking to increase the current water use from approximately 13.7m3/day (5,000m3/yr) to 685m3/day to allow for increased personnel on site during major decommissioning and demolition and increased water use for industrial purposes. This is within the current licence's proposed water use, as an option, should the mine have moved back into production (1,370m3/day). Minor changes for the Final Closure and Reclamation Plan include the use of blasting in the crown pillar areas to provide greater access and volume to the upper areas of the mine for use as demolition and soil (contaminated and potentially acid generating) disposal, as well, a contingency demolition waste landfill location is planned to potentially accommodate excess non-hazardous demolition waste. This is not a new activity or a change from the permitted scope of the project - it is a phase of an already permitted project and so is not subject to screening by NIRB. There is no significant modification of the project requested.

The system did not seem to add the additional wastes, included when entering non-combustable wastes, or 'other', so no additional wastes were added. See uploaded documents for FCRP executive summary. Other wastes included mine demolition wastes, some generated hazardous wastes (to be removed from site on as needed basis).
