This project will build a transmit antenna array that will be driven by electronics that will be housed in 3 modified shipping containers, There will be a 750 KVA generator that will power the electronics. The installation phase will have up to 12 people on site for a period of 3 to 6 weeks. The operations phase will have 3 to 4 people on site for 2 week periods, up to 4 times per fiscal year. NPC informed that the project will require licencing from NRI (26 Nov 2018). DRDC will contact NRI for this, sent an email 19 Nov 2018 to initiate contact.

 Hello Goump, As you requested, I contacted Mosha Cote via email on Nov 19 and haven’t heard anything back yet. On their web-site (https://www.nri.nu.ca/) it says: “The Nunavut Research Institute (NRI) is your gateway to scientific research in Nunavut! NRI is responsible for licensing research in the health, natural, and social science disciplines, as required under Nunavut's Scientists Act.” Our project will be using a site to transmit signals to help in our studies and does not involve the disciplines described in the above statement so I would guess that NRI licensing would not be required. In the email asked if they agree with my assessment. While I wait for their response I thought I would check with you for an assessment since you have the application to look at, From my interpretation, I don’t think their licence would apply. Do you need their consent or can we proceed? Thanks, Ed
