The amendment License 1BR-KRK 1318 was issued to the Community and Government Services (CGS) on August 16, 2013 and expiry August 15, 2018. The purpose of the license is to deposit hydrocarbon impacted contaminated soils from the old PPD Tank Farm site for naturally remediation. The facility is about 1.5 km south-east of Hamlet of Kugaaruk, constructed in 2005 with a soil treatment cell and a water retention cell to treat about 3,500 m3 of petroleum hydrocarbon contaminated (HC) soils from former fuel tank farm. Soils and water sampling annually (twice or as required) from stations MW1 through MW6 (or as needed) be taken for observation of remediation and can be benefitted with agitation of soil layers and/or water spray as determined in the O&M Manual. Annual Reports are updated, berm repair carried to the water pond and signs were installed as instructed by the AANDC inspection report 2017. The License required amendment to continue soil remediation of the existing soils sprayed in the facility and new candidate soils from the same origin of the former fuel Tank Farm of PPD for expected another 5-10 years period. No water uses required for the facility for domestic or industrial purposes, and no waste deposition than the HC soils.

Environmental Impacts
An Environmental Site Assessment (ESA III) reports determined the HC contaminated soils remediation within the liner cell facility, but no other mitigation measures. All effluent collected from the Land farm facility required to at least meet discharge criteria before being discharged into the drainage system that eventually merge about 1.2 km downstream to St. Peter's Bay

 The License has expired as of August 15, 2018, but the Licensee feels for renewal for another 5-10 years for the remediation of about 2,200 m3 existing (partially remediated) and about 1,200 m3 new soils from the same original fuel tank site. CGS has taken over the facility ownership from client Department PPD since 2013 with the renewed License 1BR KRK 1318. Nunavut Impact Review Board (NIRB) had exempted the facility from the requirement of screening as described within Schedule 12-1 in accordance with Article 12 of the NLCA.
