As an Arctic nation, Canada regularly and fully exercises its sovereign rights and jurisdiction in its northern territories. The Canadian Armed Forces (CAF) has a significant role to play in forestalling sovereignty challenges, defending Canada against threats in the region, and protecting Canadians by supporting whole-of-government efforts to ensure appropriate responses to security and environmental concerns in the North. Operation NUNALIVUT is a sovereignty operation conducted annually since 2007 in Canada’s North. This year Joint Task Force North (JTFN) will conduct Operation NUNALIVUT 2019 (Op NU 19) from 20 March to 3 April, 2019, based out of Resolute Bay, Nunavut. The overall aim is to further enhance the CAF knowledge and capacity to operate in austere locations and challenging environments, while allowing the CAF to demonstrate their ability to effectively respond to safety and security issues in the Arctic. Op NU 19 will be conducted with patrols on the land, on the sea ice, and in the air. It will consist of approximately 230 CAF personnel and may be observed by international partners.

 Good morning Goump, with regard to your request to add authorizing agencies, we do not anticipate requiring any new permits or licenses as part of this Operation. As indicated in the application, no water will be drawn from the land and no Inuit Owned Land will be occupied during this Operation. DND and other government department facilities (CAFATC and Crystal City) will be providing accommodations to the Canadian Armed Forces (CAF) personnel in Resolute. My understanding is that only CIRNAC authorization will be required, which was obtained in 2018 under the LUP #N2018J0003, as indicated in Land Use and Licensing section of this application.
