Project Description:
Work under this contract consists of but not necessarily limited to the production of aggregate base material, hauling and stockpiling of aggregate base material, scarification of existing airfield surfaces,placement, grading and compaction of granular base material on existing airfield surfaces, and adjustment of existing threshold and edge lighting heights as noted in drawings and specifications. Supplemental information regarding aggregate extraction locations required for project: Existing Rock Quarry: Tower Arctic Ltd. will be executing a drill and blast operation at the existing rock quarry in the hamlet of Clyde River. Tower Arctic Ltd. will be drilling, blasting and processing 6,000m3 of rock from the existing rock quarry. This rock will be blended with sand and gravel from another extraction location in order to satisfy the aggregate gradation required to create the granular base material to resurface the Clyde River Airport. According to GN-CGS, this existing rock quarry has been screened by NIRB and Tower Arctic Ltd. is able to submit a quarry permit application through GN-CGS in order to extract the 6,000m3 required for the project. Tower Arctic Ltd. would like to apply for a quarry permit application with the Hamlet of Clyde River but have been notified by GN-CGS that the Quarry Administration Agreement (QAA) that the Commissioner had with the Hamlet of Clyde River expired in October of 2018. Therefore, and currently, as per GN-CGS, the Hamlet cannot issue a quarry permit until the QAA is renewed. Furthermore, Tower Arctic Ltd. has been notified to apply for a quarry permit with GN-CGS. New Sand and Gravel Extraction Location: This location adjacent to the existing rock quarry is essential for Tower Arctic Ltd. to satisfy the aggregate gradation required to create the granular base material to resurface the Clyde River Airport. Tower Arctic Ltd. estimates the requirement to extract 12,000m3 of sand and gravel from this location. Furthermore, the road to the existing rock quarry will be extended to gain access to the new sand and gravel extraction location. Tower Arctic Ltd. has been notified by GN-CGS that the new sand and gravel extraction location is to be screened by NIRB before GN-CGS could issue Tower Arctic Ltd. a quarry permit.
