The abutments to Bridge to Nowhere require stabilizing works to prevent the ultimate collapse of the span structure. The Bridge to Nowhere is located outside of the central core of the City of Iqaluit on the Road to Nowhere where it crosses the Niaqunguk River (also referred to as Apex River). Two additional bridge locations (Road to Apex bridge and Astro Hill Rd. bridge) within the City of Iqaluit require replacement and regrading of granular material around road safety equipment and bridge abutments. In terms of project authorizations we have contacted NWB and DFO (please find those email communications in the project documents). In accordance with DFO's Nunavut Restricted Activity Timing Windows for the Protection of Fish and Fish Habitat we understand that works should be avoided during the spawning period (September 1 to June 30).
Summary of Modifications:
Granular material at two additional bridge locations require repair or replacement in order to bring the road safety equipment to safe operating standards and stabilize channel banks. The bridges are located on the Niaqunngusiariaq (Road to Apex), spanning the Niaqunguk River (also referred to as the Apex River), and on Astro Hill Road, spanning the drainage channel from the Lake Geraldine dam. The Proponent intends to use heavy equipment (backhoe, dump truck, and/or excavator) to remove, replace, and grade eroded granular material surrounding the bridge abutments. Wooden curbing on the Niaqunngusiariaq (Road to Apex) bridge span are part of the works to be completed. All bank stabilization works will be conducted with consideration of the DFO’s timing window when work should be avoided, between September 1 and June 30. Locations are marked on sheet C0 in Civil/Structural Drawings of the attached Jan 22, 2019 civil/structural drawings and will be carried out in conjunction with works to be completed under the existing scope of NWB licence number 8BC-BTN1819. Curbs are to be replaced on the Niaqunguk River bridge and will be conducted entirely on the bridge deck (detail on sheet C4). Engineered granular material surrounding both bridge abutments has been eroded and requires replacement and re-grading in order to maintain guide rails, or other road safety equipment, and appropriate drainage (details on sheets C3 and C4). These works will take place within the existing footprint of bridge abutments, no additional riparian area will be impacted. As well, all works will be carried out outside of the wetted width of the respective watercourse. Any excavation or replacement of granular material will maintain a minimum 2ft (0.61m) buffer from the stream edge. To the extent possible, heavy equipment will remain on the roadway during the works.

Environmental Impacts
Environmental impacts are not expected for these proposed repairs. An environmental protection plan (EPP) will be prepared and a fulltime environmental monitor will ensure strict adherence to the EPP. The monitor will ensure the site has been properly cleaned up and restored. A post-construction completion report will be submitted to the NPC and the agencies requiring authorization (DFO, NWB).
