Project Description:
Executive Summary of the Resolute Bay Dump sites Water Licence # 3BM-RES 1520. The Hamlet of Resolute Bay is located within the Qikiqtani Region of Nunavut at the geographical coordinates at Latitude of 74°43’01’N and Longitude 94°58’10”W. The current estimated population of Resolute Bay is 279 (2019). The Hamlet of Resolute Bay is responsible for the management of all the Municipal solid waste disposal facilities. These facilities are community land fill site, a metal dump within the community and a construction wastes storage site next to the Airport sewage Lagoon. These facilities are operating under the current Water Licence # 3BM-RES1520 which remains active until March 29, 2020. The scope of the licence has excluded potable water withdrawal. The domestic waste site is situated at the western tip of the Community, about 4km south-west of the community of Resolute Bay. The bulky metal site, which receives all the metal household appliances, mobiles/vehicle wastes, old buried pipes removed from the Utilidor system, hazardous wastes etc., is located 0.50km north of the Community. This bulky waste site is unsorted and contains a mixture of hazardous wastes. Due to construction activities currently occurring within the Hamlet and the capacity issues at the two non- engineered waste disposal sites currently used, the 2001 built unused dump site was bought under the existing licence. A consultant is working on the wastes audit and feasibility study of the solid waste management of the Community. The design work will start soon after the site is selected. The new site is recommended to accommodate all types of wastes in one compound and expected to be built in next 3 to 4 years. The individual cell with treat each type of wastes and this site will be fenced with a control gate. The Hamlet conducts summer sampling and submits annual report on time. Therefore, a five year term for renewal of the Water licence is recommended. The time period of five year is expected to provide a realistic opportunity for the licensee to meet the long term requirements of the Licence and establish a consistent compliance record. ᐊᐅᓚᑦᑎᔨᓂᒃ ᓇᐃᓈᖅᓯᔪᖅ ᖃᐅᓱᐃᑦᑐᕐᒥ ᐊᒃᑕᕐᕕᐊᓗᖕᒥ ᐃᒪᕐᒧᑦ ᐱᔪᓐᓇᐅᑎ # 3BM-RES 1520. ᕼᐋᒻᒪᓚᒃᑯᑦ ᖃᐅᓱᐃᑦᑐᒥ ᕿᑭᑖᓗᖕᒦᑉᐳᖅ ᓄᓇᕗᒻᒥ ᓄᓇᙳᐊᒃᑯᑦ ᐃᓂᖃᖅᖢᓂ ᓴᓂᒧᑦ 74°43’01’N ᐊᒻᒪ ᑐᑭᒧᑦ 94°58’10”W. ᒫᓐᓇ ᖃᐅᓱᐃᑦᑐᒥ ᐃᓄᖏᑦ ᒥᒃᓴᐅᓴᒃᑕᐅᓯᒪᕗᑦ 279−ᖑᓇᓱᒋᔭᐅᓪᓗᑎᒃ (2019). ᕼᐋᒻᒪᓚᒃᑯᑦ ᖃᐅᓱᐃᑦᑐᒥ ᑲᒪᒋᔭᒃᓴᖃᖅᐳᑦ ᐊᐅᓚᑦᑎᔭᕆᐊᖃᖅᖢᑎᒃ ᑕᒪᐃᓐᓂᒃ ᕼᐋᒻᒪᓚᒃᑯᓐᓂ ᐊᒃᑕᕐᕕᐊᓗᖏᓐᓂᒃ. ᑖᒃᑯᐊ ᐊᐅᓚᑦᑎᕖᑦ ᐃᒪᐃᑦᑑᕗᑦ ᐊᒃᑕᕐᕕᐊᓗᒃ, ᓴᕕᕋᔭᒃᑯᕕᒃ ᓄᓇᓕᖕᓂ ᐊᒻᒪ ᐃᒡᓗᓕᐅᖅᑎᓂᒃ ᐃᒋᑕᐅᕙᓪᓕᐊᔪᑦ ᒥᑦᑕᕐᕕᖕᒥ ᑭᓈᓗᖃᕐᕕᐅᑉ ᖃᓂᒋᔮᓂ. ᑖᒃᑯᐊ ᐊᐅᓪᓚᑦᑎᕖᑦ ᐊᐅᓚᓂᖃᖅᑐᑦ ᒫᓐᓇ ᐱᔪᓐᓇᐅᑎᒧᑦ 3BM-RES1520 ᐊᑐᐃᓐᓇᕐᓂᐊᖅᑐᖅ ᒫᑦᓯ 29, 2020−ᖑᕋᓱᖕᓂᖓᓂ. ᐱᔪᓐᓇᐅᑎᒧᑦ ᐊᔪᙱᔾᔪᑎᖓ ᐃᓚᓕᐅᔾᔨᓯᒪᙱᑦᑐᖅ ᐃᒥᖅᑕᕐᓂᕐᒧᑦ. ᐊᒃᑕᕐᕕᐊᓗᒃ ᓄᓇᓖᑦ ᐊᑭᓐᓇᖓᑕ ᓄᕗᐊᓃᑦᑐᖅ, 4ᑭᓚᒦᑕ ᓂᒋᖅᐸᓯᐊᓂ ᖃᐅᓱᐃᑦᑐᒥ. ᓴᕕᕋᔭᒃᑖᕐᕕᒃ, ᐃᒡᓗᓂᒃ ᐃᒋᑕᐅᕙᓪᓕᐊᔪᓂᒃ ᓴᕕᕋᔭᐅᓪᓗᑎᒃ ᓱᓇᒃᑯᑖᓂᙶᖅᑐᑦ, ᓄᓇᓯᐅᑎᕕᓃᑦ, ᓄᑕᐅᙱᑦᑐᑦ ᓱᓪᓗᓕᕕᓃᑦ ᓴᐅᓯᒪᔪᕕᓃᑦ ᐲᖅᑕᐅᓂᑯᑦ ᓱᓪᓗᑯᑖᓂᒃ, ᐊᑦᑕᕐᓇᖅᑐᑦ ᐃᒋᑕᐅᔪᑦ ᐊᓯᖏᓪᓗ, 0.50ᑭᓚᒦᑕ ᐅᖓᓯᒃᑎᒋᔪᑦ ᓄᓇᓕᖕᓄᑦ. ᐊᒃᑕᕐᕕᐊᓗᒃ ᐋᖅᑭᒃᓱᑦᑎᐊᖅᓯᒪᙱᑦᑐᖅ ᐊᒃᑕᖅᑕᐅᓂᑯᐃᓪᓗ ᑲᑎᙵᐅᕈᓘᔭᖅᖢᑎᒃ ᐊᑦᑕᕐᓇᖅᑐᑦ. ᒫᓐᓇ ᐃᒡᓗᓕᐅᖅᐸᓪᓕᐊᔪᑦ ᐱᔾᔪᑕᐅᓪᓗᑎᒃ ᓄᓇᓕᖕᓂ ᐊᒻᒪ ᐱᔪᓐᓇᕐᓂᕆᔭᐅᔪᓄᑦ ᓈᒻᒪᙱᓪᓕᐅᕈᑎᑦ ᒪᕐᕉᖕᓂ ᐊᐅᓚᑦᑎᕕᐅᙱᑦᑐᓂᒃ ᐊᒃᑕᕐᕕᐊᓗᖕᓂ ᐊᑐᖅᑕᐅᔪᓂᒃ, 2001−ᒥ ᓴᓇᓚᐅᖅᓯᒪᕗᑦ ᐊᑐᖅᑕᐅᙱᑦᑐᒥᒃ ᐊᒃᑕᕐᕕᐊᓗᒃᓴᖅ ᓂᐅᕕᐊᖑᓚᐅᖅᐳᖅ ᐱᔪᓐᓇᐅᑦ ᐊᑐᖅᑕᐅᓪᓗᓂ. ᖃᐅᔨᒃᑲᐃᔨᒥᒃ ᒫᓐᓇ ᐱᓕᕆᔪᖃᖅᑐᑦ ᐊᒃᑕᑯᑦ ᖃᐅᔨᓴᖅᖢᓂᒋᑦ ᐊᒻᒪ ᐊᔪᙱᑦᑎᐊᕋᔭᕐᒪᖔᑦ ᖃᐅᔨᓴᖅᖢᓂᒋᑦ ᐊᒃᑕᑯᓄᑦ ᐊᐅᓚᑕᐅᔪᑦ ᓄᓇᓕᖕᓂ. ᐋᖅᑭᒃᓱᖅᑕᐅᕙᓪᓕᐊᓂᐊᖅᑐᖅ ᓄᑖᕐᒥ ᐃᓂᒋᓂᐊᖅᑕᖓᓂ ᓂᕈᐊᖅᑕᐅᔪᖄᓂᒃᑯᓂ. ᐃᓂᒋᔭᐅᔪᓐᓇᕐᓂᐊᖅᑐᖅ ᐊᔾᔨᒌᙱᕈᓘᔭᖅᑐᓄᑦ ᐊᒃᑕᑯᓄᑦ ᐱᐊᓂᒃᑕᐅᕙᓪᓕᐊᓂᐊᕋᓱᒋᔭᐅᔪᖅ ᐅᑭᐅᑦ ᐱᖓᓱᓪᓘᓐᓃᑦ ᑎᓴᒪᓪᓘᓐᓃᑦ. ᐃᒻᒥᑰᖅᑐᖅ ᐊᒃᑕᕐᕕᐊᓗᒃ ᑲᒪᒋᔭᐅᕝᕕᐅᔪᓐᓇᕐᓂᐊᖅᑐᖅ ᐊᒃᑕᖅᑕᐅᕙᓪᓕᐊᔪᓂᒃ ᓴᐴᓕᑦᑎᖅᓯᒪᓂᐊᖅᖢᓂᓗ ᐃᓯᕐᕕᖃᕐᓗᓂ. ᕼᐋᒻᒪᓚᒃᑯᑦ ᐊᐅᔭᒃᑯᑦ ᖃᐅᔨᓴᓲᖑᕗᑦ ᑐᓂᓯᓲᖑᕗᓪᓗ ᐊᕐᕌᒍᓕᒫᖅᓯᐅᑎᑦ ᐅᓂᒃᑳᓂᒃ ᐅᓂᒃᑳᓕᐅᕐᓇᖅᓯᔭᕌᖓᑦ. ᑕᐃᒪᐃᓐᓂᖓᓄᑦ, ᐅᑭᐅᓄᑦ ᑕᓪᓕᒪᓄᑦ ᓄᑖᙳᕆᐊᖅᑕᐅᖃᑦᑕᕆᐊᖃᖅᑐᖅ ᐃᒪᕐᒧᑦ ᐱᔪᓐᓇᐅᑦ. ᐊᑯᓂᐅᓂᖓ ᐅᑭᐅᓄᑦ ᑕᓪᓕᒪᓄᑦ ᐱᑎᑦᑎᓇᔭᖅᑐᖅ ᑐᑭᖃᑦᑎᐊᖅᑐᒥᒃ ᐱᕕᒃᓴᒥᒃ ᐱᔪᓐᓇᐅᑎᖃᖅᑎᑦᑎᔨᒧᑦ ᓇᓗᓇᐃᕆᓗᓂ ᐊᔪᙱᓐᓂᖓᓂᒃ ᐊᑯᓂᐅᔪᒃᑯᑦ ᐱᔭᕆᐊᓕᖕᓂᑦ ᐱᔪᓐᓇᐅᑎᒥᒃ ᐋᖅᑭᒃᓯᓗᑎᒃᓗ ᒪᓕᑦᑎᐊᖅᑐᓂᒃ ᒪᓕᒋᐊᓕᖏᓐᓂ ᐅᓂᒃᑳᓂᑦ.
