Hamlet of Taloyoak (the Licensee) is responsible to supply potable water and disposal of sewage waste, solid waste and metal waste under the current water Licence 3BM-TAL 1419, Type B, which will expire on Dec 07, 2019. The Licensee is requesting a Renewal Licence for another 10 years (Dec 08, 2019 to Dec 07, 2029). Raw water is drawn from the Canso Lake using twin intake pumps inside HDPE insulated pipes. The intake pipe is connected to a screen structure inside the lake water and the upper end is connected to filtration feed pipe at the treatment plant. Raw water treated at the treatment plant by using Cartage filtration system and chlorination before truckfill delivery. Water flow meters are included in the treatment system to address volume of water drawn but truckfill volume are mostly uses for water quantity reporting. The sewage lagoon consists of two natural lakes in series, located about 3.2 km away from the community and is in operation since early 80’s. Sewage effluent enters into wetland from the 2nd cell through a raised berm and no other decanting system is required for the lagoon. The wetland is enriched with seasonal vegetation that helps effluent remediation process before final discharge Solid waste site facility had some issues over the years in terms of mixing waste types and wind blow of light weight wastes nearby area including the airport runway. A feasibility study project for solid waste facility upgrading is in progress. The annual water use and waste disposals are within the allowable limits of 60,000 m3 and not exceeding per day limits for the Type B Licence. The community is increasing in terms of population, businesses and Government offices. Therefore, an increase quantity annually up to 70,000 m3 is requesting with the Renewal Licence for next 10 years. The water source Canso Lake has sufficient watershed and will not overrun in water intake quantity or any impact to water body with this requested increase volume. The original Amendment Licence was exempted from any concern by KIA letter dated December 18, 2013 (attached in the documents.). No facilities or program changes from the original scope, and therefore, screening might not be required to this new renewal License.

Environmental Impacts
Sewage waste deposits in the lagoon, and naturally remediate. Then, naturally runs to Final discharge point at Stanner Harbour over the wetland. Solid waste deposits in community landfill facility and compact, Bern in summer when wind flow is reasonable. Metal waste deposit inside the facility and segregate by types.
