The Undersea Fibre Optic Cable Installation Linking Greenland, Nunavut and Quebec Project will construct a state-of-the-art submarine fiber optic system connecting Iqaluit, Kimmirut and Cape Dorset with an international connection to Nuuk, Greenland and Milton, Newfoundland. The installation will include the capability to connect to northern Baffin Island and western Hudson Bay in the future. An additional component of the project is proposed to install fibre optic cable from Sanikiluaq to the system being installed by the Kativik Regional Government. Approximately 2,400km of fibre optic cable will be installed including all submarine and cable landing infrastructure including the fibre optical cable, powered repeaters, line terminating equipment, power-feeding equipment, and monitoring equipment. Internet providers in Nunavut will then have access to high speed connectivity for distribution to their customers.

Proponent Details: Grant Woodbury, Project Officer, Capital Projects Division,Government of Nunavut, 867-975-5421, gwoodbury@gov.nu.ca The Undersea Fibre Optic Cable Installation Project (NPC File # 148937) was referred by the Nunavut Planning Commission to the Nunavut Impact Review Board (NIRB) on December 3, 2018. The NIRB (NIRB File # 18NU050) issued a Screening Decision Report (SDR) in February 2019 stating that the project could move forward without a Part 5 Review. Conditions were attached to this approval and such as the following (on page 13 of 25 od the SDR): “Change in Project Scope 1. Responsible authorities or Proponent shall notify the Nunavut Planning Commission and the NIRB of any changes in operating plans or conditions, including phase advancement, associated with this project prior to any such change. “ On page 3 of 25 of the SDR, the proposed project is supposed to be completed by end of 2020. “The Proponent intends to conduct cable laying/installation, and construction of shore landings. The program is proposed to take place from May 2019 to December 2020. “ Community and Government Services, Nunavut Government (CGS-GN) is in the process of further planning and the procurement phase of the project will likely start in later 2020, with construction anticipated to start possibly in 2021 with possible final installation completed in 2022 or 2023. One factor for the delay is due to project consultation complications related to the COVID-19 travel restrictions. As a result,CGS has not been able to continue community consultation and the need to complete revised marine baseline surveys. CGS therefore requests an extension for the project ‘s until 20245 to ensure that all activities described in the SCR will be completed

It is our intent to develop an environmental mitigation plan and to ensure our crews are sensitive to environmental preservation and meet all regulatory requirements. All garbage and debris will be kept in bags placed in a covered metal container or equivalent until disposed of at an approved facility and kept inaccessible to wildlife at all times.
