Current Water Licence 3BM-KUG 1520, Type B, issued by the Nunavut Water Board to the Hamlet of Kugluktuk (the owner) on December 08, 2015 for five (5) years with the expiry date December 07, 2020 to intake raw water and supply potable water to the resident after treatment process and deposition of sewage waste, solid waste and metal waste to designated facilities including temporary storage facilities for spill and contaminated soils. The water treatment facility is closer to the community and raw water transport from intake pumphouse(s) 200-400 m away from treatment plant through a buried line and vaults. The two intake pump houses are operated by grid power line with backup. Heat trace lines are inside the insulated HDPE pipeline that keeps the water to a minimum 50C and above before collecting to feed tank for treatment process. Raw water feeds into treatment process of sand filtration (RSF and SSF) to UV before collecting into treated water storage tank and finally chlorination before truckfill from outside to delivery to household tanks by hamlet operated water trucks. Raw sewage deposits at the engineered lagoon about 3.5 km away from the town where it stays about 8 months and decants out to wetland using mechanical decanting pump. Raw sewage receives a primary treatment while stays frozen inside the lagoon a final polishing treatment on wetland and sun light while flowing towards the final outpoint to Ocean water. Municipal and household wastes and metal wastes deposit at the designated waste facilities. Annual cleanup and management reduce the waste volume on site and secure hazardous waste inside approved storage container, boxes and C-cans for shipping out as part of environmental compliance. The perimeter berm liner cell inside the solid waste facility has been using for temporary storage of spills, contaminated soil, waste pints and hazardous substances. The Licensee has updated the Board with addendum and amendment of O&M manuals for sewage facility, water intake system and treatment plant and Spill Contingency plan of sewage and waste as requested (information included in the application). The annual water intake remains within allowable limits of 77,000 m3 and per day limits, but community water demand is increasing with the increase of population, commercial, businesses and public private offices each year. Therefore, increase in water intake and supply is needed to an estimated volume up to 90,000 m3 annually. The Licensee is requesting the Board to increase the annual limits for the next 10 years with the renewal Licence. The water source has enough volume to be drawn maintaining the watershed which will not overrun or create any impact to the river or upstream sources with this requested annual quantity.
