Project Description:
The power plant has exceeded its 40-year design life and is in need of replacement due to its age and numerous problems with infrastructure, piping, equipment and safety concerns. Following an internal review, QEC determined that there was not enough space to proceed with the project as originally proposed. As such, a revised location is being proposed to proceed with the construction and operation of a new power plant, bulk fuel storage facility, photovoltaic solar panel system and battery energy storage system. The power plant, radiators, pole racks, material storage and transient accommodations will be within Lots 459 and 460. The bulk fuel storage facility (berm and tank) will be located within Lots 461 and 462, avoiding the steep slopes. The solar panel system will be located on the new lot west of Coronation Drive and west of Lots 459 to 462. Construction is scheduled to begin in April 2021 and will continue through to January 2024. The new power plant is anticipated to be operational for at least 40 years. Additional details can be found in the attached Project Description.
Summary of Modifications:
Please refer to attached Project Description. Additional space was determined to be required to maximize the renewable energy generating potential for the photovoltaic solar panel system and to most efficiently and cost effectively use the space available within the previously proposed project location taking into consideration the challenges associated with the surface topography (steep slopes from previous use as a quarry). The power plant and bulk fuel storage facility will be located within Lots 459 to 462 and the photovoltaic solar panel system is proposed in a new lot 21,000 square metres in size located west of Lots 459 to 462. There have been no changes to the planned generation capacity of the new plant (total rated capacity of 2550kW) or the specifications for the photovoltaic solar panel system (500 kWac). The bulk fuel storage facility will include one 2.4 million litre vertical tank within a secondary containment berm, rather than the previously proposed two 1.2 million litre tanks. There will be sufficient space within the berm to accommodate an additional 1.4 million litre tank in the future should it be required.
