Sabina Gold & Silver Corp. (Sabina) is a Canadian resource company headquartered in Vancouver, British Columbia, focused on the responsible development of the Back River Project (Approved Project) located in the western Kitikmeot Region of Nunavut. Sabina received the Nunavut Impact Review Board (NIRB) Project Certificate (PC No. 007) in 2017 and the Nunavut Water Board (NWB) Type A Water Licence (2AM BRP1831) in 2018. In June 2020, Sabina submitted the Back River Project 2020 Modification Package (Sabina 2020) to modify some components of the Approved Project. In August 2020, NIRB concluded that the 2020 Modification did not require changes to the existing terms and conditions of PC No. 007, and that potential effects associated with the 2020 Modification could be addressed through updates to management and mitigation plans, and the existing monitoring program. As part of the strategy to advance the Approved Project in a sustainable and financially responsible manner, Sabina has identified a modification that will reduce consumption of non-renewable fuel sources. The proposed location of the Modification lies on Inuit Owned Land (IOL) within the established Goose Property Area Commercial Lease. The proposed modification to the Approved Project is the addition of the Back River Project Energy Centre, a wind generation facility, solar panel array and Battery Energy Storage System (BESS) capable of generating approximately 59 megawatts (MW) of renewable energy with battery storage capacities of 50 megawatt-hours (MWh). The Modification will be developed with planned involvement of an Inuit partnership and an established renewable energy company to supply clean energy to the Goose Property Area of the Approved Project. Renewable energy will enable Sabina to reduce its reliance on fuel at the Approved Project. This will help reduce Approved Project air emissions (e.g., greenhouse gases) and contributions to climate change, WIR traffic and its potential interactions with wildlife, and the likelihood of accidents and spills (from trucks and ships). These have been identified as concerns during community engagement following the FEIS process. Sabina assessed the Modification with respect to regulatory precedence, community engagement and traditional knowledge, key management and mitigation measures, as well as modification-specific effects assessments. The 2022 Modification Package effects assessment follows the same approach used for the Approved Project Final Environmental Impact Statement (FEIS) and associated Addendums (Sabina 2015, 2017, 2020) to evaluate the potential effects of proposed modifications on Valued Ecosystem Components (VEC) and Valued Socio-Economic Components (VSEC) that were assessed in the FEIS (2015). The objective of this assessment was to determine whether the effects considered in the 2022 Modification Package have the potential to change the conclusions of the FEIS and/or require new mitigation measures. Sabina reviewed the proposed Project modification against the NIRB Modification Guideline (NIRB 2018a), and it is Sabina's view that these modifications to the Approved Project are considered minor in the overall scope of the original Environmental Assessment, and that cumulatively, this Modification Package Application be considered a “Non-Significant” amendment to the Approved Project, with screening not required. Sabina anticipates that this Modification Package Application be considered a “Non-significant Amendment: Screening Not Required; Implications for NIRB Monitoring Program.”
